It looks like a primitive chisel to me. The round end is shaped for striking, the handle is tapered for grip, and the wedge is aggressively angled. I would find this useful to pry off wooden siding or window trim.

Was it near the edge of a boundary or flower bed? Perhaps a spike that would have held garden edging in place. The green paint seems to suggest that it was decorative and meant to blend in with whatever it was anchoring.

My first thought was a long nail to secure a border of timbers in the ground. Similar to a railroad spike.

It was about 8ft from the boundary & about 4ft from a flower bed. Good point about the green paint blending in. I am not sure about a nail (I know what you mean about it looking like a railway spike!) because the end flat and round. Also the slope of the top section makes me feel like it might of had a use?
