Through the course of the fight he devours dragon souls to refill his health. Now here’s where the glitch comes in for any of you who haven’t experienced it yet
If he doesn’t refill his health bar ALL the way he stays immobile in the center and stays in his ethereal state making him immune to everything except maybe name calling. My theory on this is that if you (and therefore Miraak) are at too high a level, the soul absorption just isn’t giving him enough juice
